There is an interesting survey that asked several thousand managers what they believed was the primary reason that their people didn't do what they were supposed to do.

Nine times out of ten managers thought that the reason their people didn't do what they were supposed to do, was that they didn't know what they were supposed to do.

Clearly, if employees know what is expected of them and they are provided with objective feedback, it increases their ability to be effective employees and perform their jobs at a higher level.
